Conference Briefing Booklet
The briefing booklet was created to assist campus team members in learning more about international student recruitment within their own campus as well as across the CIC.

Please read the attached White Paper from the conference entitled: "In America's Interest: Welcoming International Students, The Role of Higher Education" held at Indiana University on April 22-23, 2005. This conference and report will serve as background information for our December conference.

Conference Design

I. Objectives: The Conference is designed to help key decision makers at CIC member institutions to accomplish three objectives.

  • To gain a better understanding of the most important factors occurring in the world that are causing a downward trend in the flow of international students coming to U.S. campuses. Although there is lots of talk about the effects of 9-11 on this, there is concern that our institutions do not fully understand the importance of the simultaneous and very proactive competition from Europe, Canada, Australia, New Zealand, and Singapore, countries that offer degree programs in the English language at lower costs. The first day of the Conference will be devoted to presentations and discussion on these themes.
  • To consider ways that we, as individual institutions or collectively as a CIC, can take measures, including active recruitment of students, to stem the decline and adjust to it. Because of the importance of international students to our CIC campuses, we need to develop strategies to be proactive in counteracting the factors causing the trend.
  • To develop strategies. After presentations on strategies, campus teams will meet to discuss how to implement a strategy at their university. The objective is that the teams return to their respective campuses and begin to take action.

II. Presenters: Experts from within and outside CIC will make presentations. Those from outside include Allan Goodman (confirmed), President and CEO of the Institute of International Education and Mary Kavanagh (invited), Science, Technology and Education Counselor, European Commission Delegation, and other experts on higher education in other countries and specialists in recruitment of international students.

III. Target Audience: The audience will be comprised of teams of key officers at the member institutions who administer programs that would be most heavily impacted by fewer international students and/or those in positions to take action to counter the trend, i.e., provosts, graduate deans, undergraduate deans, directors of admissions, directors of offices for international students, and the senior international officers. The Senior International Officers at each institution are responsible for forming their campus teams.

IV. Advance Preparation: Campus teams should convene prior to the conference to discuss issues. A briefing book will be distributed in advance in order to:

  • Provide pre-conference reading and educational material.
  • Make members of institutional teams better aware of themes to be discussed at the Conference.
  • Serve as a resource book for use during and after the Conference.
